Nabarro LLP has advised Basildon District Council in its procurement of a private sector partner to design, construct, operate and maintain its new Sporting Village. Nabarro worked with Basildon throughout the PPP (public, private partnership) process, which began with a competitive dialogue and resulted in Community Solutions for Leisure being contracted to design, build, operate and maintain the Sporting Village.
The same deal has seen Morgan Ashurst appointed as building contractor, Sports and Leisure Management Ltd PLC appointed leisure operator and a parcel of land being sold to a house builder.
The project will deliver a first class sporting venue to transform the provision of leisure facilities in the area and will include a 50m international size swimming pool. Work on the construction of the Sporting Village will start in October and will be completed by April 2011.
Nabarro projects partner Elizabeth Cooper says: “The interface between the various aspects of the deal, including lease arrangements and the simultaneous sale of land to Bellway Homes, added a layer of complexity to the deal and we are pleased to have helped bring the contracts to completion.”
The Nabarro team included projects partner Mark Rocca assisted by Anita Chib and Katie Smith. The team advised on the DBOM completion supported by property colleagues Edward Limbrey and Neil Dryer who advised on ancillary lease arrangements.
A Nabarro team led by Susan McKenna, supported by John Staheli, acted on the Bellway Homes transaction.
Funding grants for the project have come from Essex County Council, the HCA, Sport England and Veolia ES Cleanaway Pitsea Marshes Trust.
