Nabarro advises Hammerson UK Properties plc on winning outline planning permission on estimated £675m major mixed-use redevelopment scheme in Leeds City Centre

Nabarro has advised Hammerson UK Properties PLC and its joint venture partner Town Centre Securities plc in securing outline planning permission for a comprehensive mixed-use redevelopment of Eastgate Quarters in Leeds City Centre.

The permission for the 100,000 sq m retail-led scheme, master planned by Sir Terry Farrell and Partners will be anchored by a 24,000 sq m John Lewis store and will include over 100 retail units, restaurants, bars and a hotel in addition to office accommodation and up to 600 new homes.

It will have a significant positive impact on an under-utilised area of Leeds City Centre and will create an exciting and vibrant quarter in Leeds, as well as create hundreds of jobs."

This was a complex multi faceted scheme that has taken over three years to achieve. Nabarro provided advice on all aspects, including the Development Agreement with Leeds City Council, the planning strategy, the planning and highways agreements, as well as the preparation and adoption of a Supplementary Planning Document and advice on listed building and environmental impact assessment issues.

Real Estate Partners Kevin Stimpson and James Madden have and are advising on the development, property and joint venture aspects.

It is anticipated that construction of Eastgate Quarters will begin in 2009, with completion in 2012.  The total cost of the development is estimated at £675 million, of which Hammerson’s 90% share would amount to about £610 million.
