Stephen is a Partner in the Projects team. He is an expert in public sector project work, including public private partnerships, outsourcing, and joint ventures. His focus areas include schools, social housing, town centre regeneration, asset vehicles and other forms of government contracting. Stephen also advises on administrative and procurement law. He has insider experience as a senior in-house local government lawyer and is an expert in local government law and finance.
Stephen is regularly featured in legal directories, both for projects and local government work. In Chambers he is noted for having “played a pivotal role” in the renaissance of Nabarro LLP’s local government practice, whilst being ranked in PFI/PPP.
Stephen is a member of the Procurement Lawyers Association, an editorial board member of the PPP Journal, and a judge in the annual PPP awards. He is a regular speaker at the Local Government Weekend School and at various conferences each year – in 2011 he is speaking the Weekend School on joint ventures in the public sector.
Stephen has been regularly quoted in the PPP Bulletin and PPP Journal and has had articles published in both journals as well as in Local Government Lawyer and the Estates Gazette.
